Long Ma

Mr. Ma graduated from the law School of Peking University with a dual bachelor degree in Law and Economics.

Mr. Ma has over 20 years of experience in providing China tax and business advisory services covering a wide range of industries. He was seconded to PwC New York and has built a client portfolio that includes multinational, Chinese domestic and Hong Kong enterprises. He leads the TCDR team, specialising in various tax advisory and negotiation assignments, including tax restructuring, health-check, due diligence, and M&A. Over the past decade, he has handled numerous tax audits for a broad spectrum of industries, including but not limited to the IT, automotive, financial sectors. He regularly represents clients in negotiations with the Chinese tax authorities across different regions of China on their tax positions and tax concessions. He has developed strong connections and relationships with tax authorities in many major cities in China and at the state level.

As the national leader of NTPS, Mr. Ma supports the tax practice nationally (including Hong Kong) by keeping abreast of the latest tax and business regulatory developments, exploring tax efficiency opportunities for clients, and sharing professional experience with the practice members. He understands the motivation, legislative background, practical procedures and implementation of China’s tax policies very well. He is also keenly aware of the feedback from both domestic and foreign taxpayers as well as commercial and industrial organisations. Consequently, he is often invited to provide China’s tax policymakers with incisive and practical views and suggestions. He is committed to promoting improvements in China’s tax policy and helping enhance China’s business environment.

Mr. Ma currently serves as a Council Member of the 7th Council of the China International Taxation Research Institute (CITRI), a Member of the 7th Academic Research Committee of CITRI, a Member of the Tax Research & Strategy Advisory Committee of STA, and a China expert at the International Chamber of Commerce (ICC China). He also maintains professional memberships with CPA Australia and the China Certified Tax Agents Association.
